I've tested nmap with the -e lo0 -privileged command and it works perfectly. If that isn't it then forget nmap and focus solely on getting ping to work. And it worked. So the issue appears to be a confilct between npcap and winpcap. Above, eth0 (old nic?) has the new ip address, but it's not listed under WINDEVICE column, while eth1 (new?) has the old ip and is listed under WINDEVICE column. I uninstalled WinPCap (may not be necessary) and then installed Nmap version 7.01, which solved the issue for me without using the cygwin solution mentioned in the comments of the original http://networkengineering.stackexchange.com/questions/20265/nmap-failed-to-open-device-eth1
